WASHINGTON, DC & DALLAS, TX – An overwhelming majority of registered voters support safe alternatives to in-person voting, such as vote-by-mail and early voting, and many Americans express disapproval of President Trump’s handling of COVID-19, according to the new TargetSmart + Dynata National Voter Insights Study.
The poll of 1,200 registered voters was conducted jointly by TargetSmart and Dynata from May 21-27, 2020. This study is the second of its kind, following a similar poll that was fielded earlier in the pandemic (April 8-11).
“Although conversation around COVID-19 and voting has been politicized of late, Americans largely view voting reforms as an effort to make sure everybody can make their voice heard,” said Tom Bonier CEO of TargetSmart. “The overwhelming majority of voters believe we should not allow the outbreak to prevent eligible citizens from voting safely in 2020.”
“Unlike normal election years, the typical partisan and public issues are matched by new sets of concerns profoundly influenced by the coronavirus pandemic,” said Yaron Zimmerman, general manager of Voice Services, Dynata. “These uncertain times place a premium on the ability to collect and understand the opinions of voters. Our mixed-mode capabilities for polling by phone and online panel ensure that pollsters remain connected to voter opinions.”
Additional findings include:
- President Trump’s job approval rating on handling the response to the coronavirus has fallen by 7-points on net since our early April poll, to 44% approve against 53% disapprove.
- President Trump compares poorly to his most recent predecessors, with most survey respondents believing both former presidents, Barack Obama and George W. Bush would be doing a better job than Trump in handling the response.
- Almost two-thirds of Americans (64 percent) are very or somewhat worried that they or someone in their family may contract the virus. Three-quarters say the outbreak is a large economic problem in their local community. And while many continue to express overall concern about the coronavirus, the trends – as compared to previous poll – show that voters are somewhat less concerned than they were in early April.
- Most American voters agree with the characterization of alternatives to in-person Election Day voting as non-partisan reforms meant to help Americans vote safely in the 2020 elections (68% agree, 22% disagree).

The poll was conducted from May 21-27, 2020 and reached 1,200 registered voters who are matched to the TargetSmart voter file. The overall credibility interval for this survey, the theoretical margin of error for a blended-methodology poll like this one, is ±2.8%.
