A Weekly Inventory Intelligence Report
This week we’re looking at Maine and Arizona, which have recorded 674,739 EV/AV votes combined so far. Both states are seeing notable early voting activity, with increases across nearly every county in Maine and strong gains in Arizona’s two largest counties compared with 2022.
The final stretch also brings new restrictions for political advertisers. Meta’s political ad blackout starts at 3:01 AM ET on Tuesday, October 27, and runs through Election Day. During that window no new political or issue ads can launch, and ads that are already running can only change budget, bid and end date. As social inventory gets locked in, CTV and streaming become a key channel for reaching voters in the final week.

Maine: EV/AV is running 19% ahead of 2022
Maine has recorded 133,517 EV/AV votes, up 19.1% from 112,071 at the same point in 2022. The increase is nearly statewide with Cumberland County (Portland) up 42.0%, York County (Biddeford) 35.1%, Kennebec County (Augusta) 28.4%, and Penobscot County (Bangor) 26.3%. Registered Democrats account for 52.3% of early voters, Republicans 20.1%, and Other/Unknown 27.7%. Voters 65 and older represent 64.4%, up from 62.2% in 2022.
Political advertising is also significant. According to October AdImpact reporting, Maine’s U.S. Senate race has attracted more than $200 million in advertising spending and future reservations, with outside groups accounting for approximately 79% of advertising spending.
Arizona: Major counties are ahead despite lower statewide totals
Arizona has recorded 541,222 EV/AV votes, down from 708,117 at the same point in 2022. Part of that decline may reflect counties that report less often than others. Maricopa County (Phoenix) is running 19.0% ahead of 2022, with 300,822 votes, while Pima County (Tucson) is up 6.5%, with 83,792 votes.
Republicans and Democrats each account for 38.6% of early voters, with Other/Unknown at 22.7%. Voters 65 and older represent 63.6%, up from 56.4% in 2022. Political spending remains substantial, with Arizona’s gubernatorial candidates reporting more than $22 million in combined campaign expenditures, excluding additional outside spending.
What This Means for Premium CTV
With EV/AV participation growing and Meta’s October 27 deadline approaching, campaigns need timely voter intelligence and flexible media options. TargetEarly, TargetSmart’s EV/AV tracking platform, provides daily updates on early and absentee voting activity, giving campaigns visibility into which ballots have been returned and which remain outstanding.
TargetSmart’s Media Buying Platform turns those insights into action. By leveraging EV/AV data and built-in voter exclusions, campaigns can prioritize CTV, streaming, and display spending toward voters who have yet to cast their ballots, maximizing the value of premium inventory in the final stretch before Election Day.
