California Data Manager


A TargetSmart California Data Manager is a twelve-month contract position that provides research on publicly available voter data; handles and processes raw, inbound public data feeds; assists in the production and delivery of California voter file data products; and markets TargetSmart data products and solutions in California.  The California Data Product Specialist works in tandem with the TargetSmart Data Product Build team and the TargetSmart Sales Team to ensure delivery of high quality data to California Democrats and progressives.


  • Ensure on-time delivery of designated information requests.
  • Manages time effectively to meet deadlines.
  • Submits, documents, tracks and monitors data requests and acquisitions.
  • Audits/verifies all work results.
  • Organizes details concerning acquisition schedules.
  • Researches and accurately validates source data, data formatting specifications and output requirements ensuring minimal defects.
  • Performs audits to ensure compliance with quality assurance processes, established procedures, project requirements and service level agreements/expectations.
  • Research, acquisition, processing and documentation of available vote history, early/absentee voter data, district and other data types for internal and external client support work and delivery.
  • Processing, tracking, and documentation of incoming source files.
  • Creation, delivery, and tracking of product files.
  • Professionally communicates internally and externally with stakeholders as appropriate.
  • Serves as first point of contact for incoming California data sales
  • Acts as liaison with Democratic Party data staff
  • Assists with delivery and access to TargetSmart and third party software interfaces
  • Represents TargetSmart to key in-state stakeholders for marketing and sales purposes
  • Is available via email/phone during normal business hours (M-F, 9AM-6PM) with extended “campaign hours” as the 2018 general election date approaches.

Data Reporting Specialist

Job Description:

A TargetSmart Data Reporting Specialist works with polling data to produce polling reports which drive our clients’ campaigns and outreach efforts. The Data Reporting Specialist will report to the Director of Research and Analytics, and will work in our DC office with all members of this team to support the execution of polling and predictive modeling projects. The Data Reporting Specialist understands the details of polling, and drives all projects to completion to fulfil our clients’ needs. An eagerness to learn and innovate within the political data sphere is necessary for the success of this role.

Data Reporting Specialist Job Duties:

  • Taking raw polling data from vendors and utilize proprietary software systems to produce various reports.
  • Ensuring timely delivery of all polling reports.
  • Monitoring the status of polls from start to finish, while providing the first quality control check.
  • Self-auditing and peer auditing all client deliverables.
  • Working with research analysts to understand and fulfill all reporting requests.
  • Utilizing the voter file to pull polling samples.
  • Managing time to meet internal or client-driven timelines.
  • Learning new software and skills as needed.
  • Professionally communicating internally and externally with clients and stakeholders as appropriate.

Sr. Research Associate

American Strategies is seeking an experienced, and motivated Senior Research Associate with expertise in the area(s) of political polling and quantitative research methods. This individual’s primary responsibility will be to oversee and conduct research projects, including questionnaire design, field oversight, analysis and presentation. American Strategies conducts public opinion surveys for trade associations and non-profit organizations engaged in advocacy campaigns, candidate campaigns and for clients’ internal research purposes.

Responsibilities include:

  • Design sample frames, write questionnaires and analyze survey results.
  • Prepare written reports, presentations and external communications summarizing survey results, findings, and implications.
  • Coordinate with internal teams to support projects.
  • Explore and deploy new survey methodologies to integrate with traditional phone surveys.


  • Three to five years experience conducting public opinion research, such as questionnaire design, survey administration, data management, and data analysis preferred
  • Prefer research experience with trade associations, political organizations, political campaigns or non-profit groups
  • Exceptional writer and editor, with uncompromising attention to detail and accuracy
  • Bachelor’s degree or higher in social science, statistics, mathematics, survey research or related field
  • Demonstration of strong verbal and written communications skills
  • Ability to work independently under minimal supervision
  • Excellent oral and written communication skills
  • Strong quantitative ability and experience working with polling data

Systems Engineer

Job Description:

TargetSmart is looking for a versatile Systems Engineer to assist the IT Team with systems administration and internal development projects. The Systems Engineer will be expected to own tasks assigned to them as well as any research necessary to drive these tasks to completion. In addition, the Systems Engineer will be responsible for tech support when called upon. This position requires a comfort level with interacting and working with stakeholders on a person-to-person basis.

Working within a small team, there will be ample opportunities to provide technical input and recommendations on an array of IT projects with exposure throughout the company.

Systems Engineer Job Duties:

  • Lead systems administration efforts for Windows environments and AWS infrastructure
  • Develop and maintain internal applications integrations utilizing various enterprise APIs and scripting programming languages
  • Develop and maintain client facing full stack web applications from infrastructure all the way to testing
  • Troubleshoot service interruptions
  • Provide occasional tier 2 end user technical support
  • Assist with data backup and disaster recovery planning and implementations
  • Assist with ongoing cybersecurity efforts

Skills and Requirements:

  • Bachelor’s degree in Computer Science or equivalent
  • 3+ years experience in either of the following:
    • Systems integration scripting using various APIs
    • Windows/Linux/AWS Administration
    • Full stack web development (python, php, js/jquery, HTML/CSS, WordPress, SQL)
  • Strong knowledge of Amazon Web Services’ offerings
  • Comfortable interacting with large datasets on multiple platforms
  • Ability to communicate complex technical concepts to both technical and non-technical users

Nice to Have Skills:

  • Knowledge of current cybersecurity frameworks and practices
  • Familiarity with Salesforce, Intacct, Clarizen, Office365 APIs
  • Experience with Alteryx (or similar data integration or ETL solutions)
  • Networking concepts
